Providing communications, public policy outreach & strategies to hundreds of municipalities under 5,000 across the state, Robins Consulting formulated original content in public policy newsletters aimed at improving governance & fostering economic development. Graphic redesign of website & email endeavors built steady readership growth among city officials & staff. At the Legislature, Robins represented Minnesota's small cities on water issues, and guiding strategy on funding issues related to transportation and tax appropriations, and assisted the Association with leadership transition in 2018-2020. Currently, Robins Consulting continues to provide policy outreach services for clean energy development and infrastructure projects in small cities, most recently securing substantial legislative funding for Drinking Water and Clean Water projects in Braham and Royalton.

An 18-month statewide Proof of Concept Center planning project funded by the federal Small Business Administration brought together key government administrators, higher education leaders & industrial entrepreneurs to harness Minnesota's alternative energy potential. James Robins organized meetings, coined the Renewable Energy Innovation Project (REIP) moniker & guided a comprehensive communications effort. At the project's conclusion, he was honored by Region Five with the annual Outstanding Service Provider Award.

Providing guidance to the Governor and Legislative leaders, the 2017 and 2019 panels recommended salary adjustments to justices and judges, the Governor and constitutional officers, and salary ranges for top state agency heads as required under state law. James Robins was appointed by Chief Justice Lorie S. Gildea in 2017, representing the Fourth Congressional District, and was re-appointed in 2019. The Compensation Council proposed setting the Governor's salary at $160,000 yearly in 2021, and both panels advised decoupling state agency head salary ranges from the salary of the Governor.
